|Description||The Project's objective is to assist the Government in improving the quality and efficiency of and access to basic education through better qualified teachers. The specific objectives are to improve the quality and coverage of teacher training by enhancing institutional capacity for teacher training system that encompasses preservice, in-service, and recurrent training of primary school teachers; and to improve access for girls and other disadvantaged groups. The objective will be achieved by (i) building capacity for policy making, planning, and managing teacher training programs; (ii) enhancing the professional skills of teachers by training trainers and teachers, and developing the curriculum and materials; and (iii) encouraging increased recruitment of female teachers and those from other disadvantaged groups by sensitizing teachers and providing fellowships for pre-service training for women and candidates from other disadvantaged groups.|
|Project Rationale and Linkage to Country/Regional Strategy||
Poor quality of classroom teaching is one of the key reasons for the overall low efficiency of basic education, which is manifested through low student learning achievements, and high dropout and grade repetition rates.Improving the quality of classroom teaching is key to improving the quality of education. At present, entry-level qualifications for primary teachers are low , and the majority of teachers have little or no training. Teacher absenteeism is high, and motivation is low. Poor teaching stems from lack of emphasis on training of teachers, an unsuitable teacher training curriculum and teaching methods, and weak management capacity. Adequate institutional capacity is required for the conduct and management of training, curriculum development, and design and development of teaching and learning materials. Enhanced institutional capacity will lead to improvements in teaching skills and competencies of primoary school teachers. The ultimate result is improved quality of primary school education.
The project is in line with ADB's overall/regional as well as country strategy of poverty reduction. Human development is a key input for poverty reduction. The project constitutes major contribution to meet the 7th goal of the Education For All (EFA) and takes well care of the 10th plan intent to provide training to all teachers, enforce system of teaching license, developing standards of quality education, and upgrading pre-qualification of primary teachers to the level of grade 12
