The Asian Development Bank (ADB) is providing a Guarantee which will provide EVN the means to access commercial bank loans on competitive terms to finance short term investments (2009-2011) in transmission and distribution. The technical assistance is connected to the ADB Guarantee (2604-VIE) for the Investment Support Program of Vietnam Electricity. Project will include the construction of about 18 km of 500kV transmission line, 180 km of 220kV transmission lines, 280 km of 110kV transmission lines and will add 900MVA, 3080 MVA and 1807 MVA of additional transformation capacity at the 500kV, 220kV and 110kV levels respectively. On the medium and low voltage grids the Project will add more than 200km of medium and low voltage lines and cables and will rehabilitate rural and urban grids.

Consulting Services | ADB requires the services of a team of specialist consultants, led by an experienced International Social and Environmental consultant to assist the PCs in preparing the required resettlement, social and environmental documentation. The team will also be required to undertake monitoring during implementation against criteria to be established by each of the social and environmental safeguard documents. International Social and Environmental Consultant - The team is to be led by an International Social and Environmental consultant who has demonstrated experience in preparing social and environmental safeguard documentation for ADB funded energy projects in Vietnam. The project will span a total of 4 years comprising 2 years of implementation and 2 years of post construction monitoring and the international specialist will require a total of 3 months per year during the 2 year implementation period and 1 month per year during the 2 year monitoring period. National Resettlement, Social and Environmental Consultants - The power companies are located throughout Vietnam and it is anticipated that a small team of National consultants will be located in the south, central and northern regions. Each team will comprise at least one resettlement/social specialist, and one environmental specialist, however larger teams would be preferred to ensure that documentation is completed in a timely manner. The national consultants will be responsible for undertaking all tasks required to prepare the safeguard documents. International Procurement Consultant - The International consultant will be responsible to direct the team of domestic consultant and for: i. Liaison with EVN, ADB and the PCs ii. Team coordination and management iii. Facilitation of work by national consultants iv. Overall quality control of procurement plan and documentation v. Participating to the ADB semiannual review mission vi. Semiannual reporting to ADB Domestic Procurement consultant - One domestic consultant will be appointed in each of the 3 main regions of Viet Nam (North, Central and South) and will have to review the procurement plan of each PCs, review the bidding plans, assess on a random basis that the procurement has been fair, transparent and efficient. Accordingly, a total of 62 person months will be required (8 person-months international and 54 person-months of domestic consultants). over a 2 year implementation period and 2 year post construction monitoring period. |
