India : MFF - Madhya Pradesh Power Sector Investment Program (Tranche 1)
The transmission component of MP's investment program from 2007 to 2012 is predicated on building sufficient capacity for evacuation of power from existing and planned power stations and substation, and delivering power reliability and efficiency to consumers. ADB will finance key components of the transmission investment program from 2007 though to 2012. The construction of new transmission lines will remove constraints to power flow and will provide additional operational flexibility to TRANSCO in its role as independent system operator in MP. Supply reliability will be further improved and furthermore, it will promote open access and development of intra-state and inter-state power trading by probiding sufficient excess substation and line capacity to handle unplanned power transfers.

| Consulting Services | At appraisal, it was assessed that MPTRANSCO has the requisite institutional capability to implement the project and hence services of consultant was not availed. Accordingly, no consultant was engaged by ADB for this project. However, MPTRANSCO appointed separate consultants for preparation of Environment and Social Safeguard reports and formulation of Resettlement Plan. M/s Xavier Institute of Development Action and Studies, Jabalpur was appointed as the Environment Specialist and another team were appointed as the Social and Resettlement Specialist. The reports on implementation of Resettlement Plan (RP), Environmental Management Plan (EMP), updated Initial Environmental Examination (IEE) reports, updated RP, Due Diligence Report (DDR) on Social Task, Environmental DDR and short resettlement plan (SRP) on Social Task. These reports were further submitted to ADB. |
| Procurement | International competitive bidding (ICB) has been used for supply and construction of the facilities being funded under the investment program (substations, tranmission lines, equipment, and transformers, etc.). ICB is utilized for supply contracts estimated to cost the equivalent of or more than $1 million. Limited international bidding (LIB) or national competitive bidding (NCB) was agreed to be used for supply contracts estimated at $250,000-$1 million, and shopping for contracts estimated at less than $250,000. Contract packages were prepared to ensure maximum competition under ICB. MPTRANSCO made use of advance procurement action as agreed by ADB. About $53 million worth of contracts could be planned within June 2007 i.e. just after the effectiveness of the loan. |
