| Project Rationale and Linkage to Country/Regional Strategy | The loan will partially fund distribution system investments to deliver power to consumers more reliability, more efficiently, and at a higher quality. Improvements in voltage profiles will be evident through better lighting and fewer equipment failures. Supply will be more consistent and momentary outages will be significantly reduced. Furthermore, technical and non-technical losses will be reduced. These outcomes will provide support to achieve sector profitability and financial sustainability. | ||||

| Consulting Services | As DISCOM staff are technically qualified and fully familiar with ADB procedures, no consulting services are required. |
| Procurement | Procurement is in accordance with ADB's Procurement Guidelines (as amended from time to time). International competitive bidding (ICB) is used to procure equipment (conductors, transformers, etc) and turnkey construction of the facilities. ICB is being utilized for supply contracts estimated to cost the equivalent of $1 million or more. Limited international bidding or national competitive bidding (NCB) will be used for supply contracts estimated at $100,000-$1 million, and shopping for contracts estimated at less than $100,000. |
