The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.

Objectives and Scope
Linkage to Country/Regional Strategy Consistent with the Government of Vietnam's policies and priorities on human resource development, multilateral and bilateral sources of aid have provided technical and financial assistance to education in Vietnam. ADB has taken the lead role in extending assistance to lower secondary education and vocational education. This Project is in line with ADB's strategy in Vietnam which focuses on the pursuit of economic growth through creation of a stable macroeconomic environment, policy and institutional reform, and social and physical infrastructure development. ADB's support in the education sector aims at secondary education including vocational and technical education and teacher training. ADB's major policy objective is to improve quality in education system on a sustainable basis within the context of an increasingly market-based economy.
