Nepal : Community-Managed Irrigation Sector Project in Central and Eastern Basins
Farmer-managed irrigation schemes are a major focus of the Government's irrigation strategy. The purposes of the proposed PPTA are to (i) promote the sound policies and institutions, and plan formulation and implementation for the irrigation sector in particular and water sector at large, and (ii) further institutionalize improved arrangements to enhance the productivity and sustainability of farmer-managed irrigation systems (FMIS) which cover about 30 percent of the net cultivated area, through strengthening farmer water user associations and improving critical infrastructure along with other necessary support services including agricultural extension.

| Description | Farmer-managed irrigation schemes are a major focus of the Government's irrigation strategy. The purposes of the proposed PPTA are to (i) promote the sound policies and institutions, and plan formulation and implementation for the irrigation sector in particular and water sector at large, and (ii) further institutionalize improved arrangements to enhance the productivity and sustainability of farmer-managed irrigation systems (FMIS) which cover about 30 percent of the net cultivated area, through strengthening farmer water user associations and improving critical infrastructure along with other necessary support services including agricultural extension. The TA will have the following scope: (i) analysis of policy dialogue issues and actions through synthesizing available sector review reports; (ii) assessment of ongoing Second Irrigation Sector Project in terms of the effectiveness of its process, management, impacts (including poverty reduction impact), and updating the Government's Irrigation Development Plan in line with the National Water Resources Strategy and revised water sector plan; (iii) identification of core subprojects through developing appropriate priority criteria; (iv) feasibility studies of core subprojects; and (v) development of a sector investment package including measures for improving sector policy, plan, and institutions. | ||||
