Description The objective of the proposed project is to increase rural employment, increase rural incomes and reduce poverty through a greater commercialization of farming systems and of backwards and forwards linkages to agriculture production. The proposed project will comprise provision of: (i) support to develop an enabling environment for agribusiness; (ii) agribusiness support services and promotion of stakeholder networking; (iii) support for expansion of agribusiness activities; and (iv) support for project implementation.

Consulting Services The proposed project will require support from 812 person-months of consulting services: 80 person-months of international consulting services, and 732 person-months of domestic consulting services. International consulting services will include expertise in business regulatory environments, market management, agribusiness advisory services, training, environmental impact screening and mitigation, social impact screening and mitigation, and the support of women entrepreneurs. Domestic consulting services will include expertise in project management, project financial accounting, business regulatory environments, market management, agribusiness advisory services, training, environmental impact screening and mitigation, social impact screening and mitigation, the support of women entrepreneurs and project implementation monitoring. Consulting services will be recruited following the ADB's Guidelines on the Use of Consulting Services and other arrangements for recruitment of domestic consultants acceptable to ADB. In view of the diverse and specialized expertise required and the long term nature of most of the domestic assignments, consultants will be recruited as individuals directly responsible to the Project.
Procurement Goods, civil works and related services will be procured following the ADB's Guidelines on Procurement (the Guidelines). A small number of vehicles and a small amount of office equipment will be procured but no large purchases are required. Purchase of these items will be undertaken using either direct purchase or international shopping procedures. Agribusiness associations, NGOs and local business firms will be tapped as service providers under the business services component. They will be selected on the basis of demand driven applications for funding prepared by the proponent agency or individual and evaluated by a committee within the project office.
