The goal of the Project is to reduce proverty in vulnerable coastal communities in the three districts (Trincomalee, Batticoloa, and Ampara) of eastern Sri Lanka. The Project purpose is sustainable livelihood development and sound management of natural resources. The Project is organized into five components: (i) Coastal Resource Planning; (ii) Natural Resource Management and Development; (iii) Livelihood Improvement in Vulnerable Communities Outside the Special Management Areas; (iv) Provision of Fisheries Infrastructure; and (v) Project Implementation Support.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
