Description The purpose of the TA will be to (i) conduct an in-depth analysis of the remaining issues in universalizing quality lower secondary education by 2010, including related in-service teacher training; and (ii) develop a detailed project proposal for consideration by the Government and ADB. The Project will pursue the following broad objectives: (i) promoting equitable access to lower secondary education for students in underserved rural areas focusing on the poor and ethnic minorities; (ii) improving the quality and efficiency of lower secondary education; and (iii) strengthening institutional capacity in managing lower secondary education under decentralized education management.

Business Opportunities

Consulting Services The TA will be implemented by 4 international (14 person-months), and 7 domestic consultants (30 person-months) engaged through a firm using quality and cost-based selection and a simplified technical procedure. The international consultants will consist of (i)a secondary education policy, planning, and monitoring specialist/team leader; (ii) an education economist-financial analyst; (iii) an education methodologies expert; and (iv) a learning assessment and examination expert. The domestic consultants will consists of (i) a project management and costing specialist; (ii) an education methodologies specialist; (iii) a learning assessment and examination specialist; (iv) an equipment content and procurement specialist; (v) a facility development (civil works) specialist; (vi) a gender and ethnic minority education specialist; and (vii) an ICT in education specialist.
