Lao People's Democratic Republic : Nam Ngum River Basin Development
The TA will prepare the Nam Ngum River Basin profile to help develop an action agenda and an investment strategy and formulate an investment project with a focus on the integrated water resources management approach. It will adopt a holistic river basin management and development approach and will utilize the findings of the TA 2734-Lao: Nam Ngum Watershed Management that was completed in 1998. The proposed TA will be implemented in two phases over a 10-month period. The first phase (four months) will prepare a river basin profile and integrated river basin investment strategy that will include components for forestry and land use management, mini-hydropower development and rural electrification, rural roads, water supply, irrigation, flood control, fisheries, health and education. The second phase will prepare feasibility studies for each of the high priority investment activities identified in the irrigation, flood control, forestry, and fisheries components.

Consulting Services | The implementation of this TA will require the services of a multidisciplinary team of international and domestic consultants. A consulting firm will be engaged to provide these services and to work closely with the counterpart staff of WRCC: a total of 76 pms of services ( 21 pms for international and 55 pms of domestic consultants) will be required. The international consultants will have expertise in: (i) water resources economist/team leadership, (ii) water resources policy and institutions specialist, (iii) environment/biodiversity conservation, (iv) social development, and (v) natural r esources law. The domestic consultants will have expertise in: (i) water resources planning, (ii) water resources institutions and training, (iii) rural infrastructure engineering, (iv) rural development economics, (v) agronomy, (vi) social anthropology, (vii) forestry/biodiversity, etc. |
