China, People's Republic of : Fujian Soil Conservation and Rural Development II
The objective of the TA is to assist the Government in preparing a project to extend and expand the development activities of the Fujian Soil Conservation and Rural Development Project to a wider set of counties. The TA will undertake impact assessment studies of selected Phase I subprojects with a view to drawing lessons for design of the investment project. In particular, the TA will evaluate the poverty impact of orchard development, aquaculture, agroprocessing, and agricultural market subprojects to identify the major determinants of success and make recommendations for site and beneficiary selection. The methodology for Phase II feasibility studies will be established based upon findings of the studies after accounting for locational and socio economic differences from Phase I.

| Description | The objective of the TA is to assist the Government in preparing a project to extend and expand the development activities of the Fujian Soil Conservation and Rural Development Project to a wider set of counties. The TA will undertake impact assessment studies of selected Phase I subprojects with a view to drawing lessons for design of the investment project. In particular, the TA will evaluate the poverty impact of orchard development, aquaculture, agroprocessing, and agricultural market subprojects to identify the major determinants of success and make recommendations for site and beneficiary selection. The methodology for Phase II feasibility studies will be established based upon findings of the studies after accounting for locational and socio economic differences from Phase I. Specifically related to project components, the TA will make technical recommendations for soil conservation, aquaculture, and integrated livestock orchard development activities and, based upon strong market potential, identify specific fruits varieties, and aquaculture and livestock products eligible for funding. The TA will conduct detailed feasibility studies for core agro processing units, agricultural markets, and rural water supply schemes examine findings of ADB TA 3370 PRC: Efficient Utilization of Agricultural Wastes for Sustainable Rural Development and modify these as necessary to establish criteria for the design of rural biogas subprojects and produce a list of health care equipment eligible for funding by the Project. Since training and extension will be key to ensure appropriate use of new technologies and agricultural activities, the TA will identify agricultural and rural development training activities eligible for funding and implementing agencies for each. | ||||

| Consulting Services | About 12 person months of international consulting services and 30 person months of domestic consulting services will be required. International consultants will have expertise in rural development, poverty analysis, and socio economic impact assessment. Domestic consultants will have expertise in agricultural economics, financial analysis, socio economic impact assessment, horticulture, aquaculture, livestock, water resources, and rural energy. The TA will be implemented over a period of four months. The services of a firm will be engaged in accordance with the ADB's Guidelines on the Use of Consultants and the Simplified Technical Proposals will be used to select consultants. |
