Description The objectives of the TA are to (i) assist the Government in preparing a Secondary Education Development Program through an in-depth sub-sector analysis for secondary education taking into account the linkages, wherever relevant, with primary education and higher education; and (ii) based on this analysis and in consultation with Government, prepare a costed project with components, proposed management structure, a monitoring system, and an implementation schedule designed to make specific interventions that will facilitate achievement of Government objectives and targets identified in the Secondary Education Development Plan. The scope of the TA will cover strategies for a costed, overall implementation framework towards interventions for more equitable access, improve quality, policy guidelines, institutional capacity building, and improved monitoring and supervision.

Consulting Services A team of four international and six local consultants will be recruited to provide specialist services totaling 40 person-months in (1) education planning, sector assessment; (2) education cost and finance; (3) monitoring, evaluation and examination reform; (4) management and administrative training; (5) teacher education and training; (6) student learning assessment; (7) finance, costing and Project management; (8) information technology; and (9) curriculum development and design. The services of all consultants will be engaged in accordance with the Bank's Guidelines on the Use of Consultants and other arrangements satisfactory to the Bank.
Procurement Procurement of equipment and office supplies will be done in accordance with Bank's Guidelines on Procurement or other arrangements satisfactory to the Bank.
