| Description | The TA will prepare a loan proposal that will help the Government increase electrification in outer islands. The TA outputs will include (i) a power development strategy for outer islands, (ii) a five-year investment program for increasing supply and use of electricity, (iii) identification of communities and regions that can derive maximum benefit in terms of removing poverty by using more electricity, (iv) consultation with government officials (national, regional and provincial) and with agencies responsible for delivering other basic services, (v) review of earlier tariff-related studies and available information on use of alternative in rural communities, and recommendations for an appropriate tariff strategy for outer islands, (vi) a feasibility study, including technical and project cost details, for extension of supply to an agreed list of communities and regions for pro-poor economic growth, social development and good governance, (vii) recommendations regarding institutional arrangements to be incorporated to sustain the distribution of electricity to the communities, (viii) a second feasibility study, including technical and project cost details, for suitable renewable energy projects to augment power generation capacity, (ix) other analytical outputs needed for processing an ADB loan, such as project framework, economic and financial analyses, environmental impact assessment, social and poverty impact assessment, and (x) bidding documents for procurement of goods and services for projects identified under (v) and (vi) above. | ||||
