Description | The objective of the Technical Assistance is to develop a project proposal that will improve the health status of the population, particularly the poor and vulnerable groups, in all districts of selected provinces through a better health services delivery system. The project proposal to be prepared under the TA will address the needs of the central level and of selected districts and provinces. At the central level, the TA will help MOH and BKKBN develop proposals in support of policy development, capacity building and training activities. Interested districts and provinces will develop their own local project proposals, which will include (i) sustainable mechanisms to guarantee access to essential health services for the local poor and vulnerable groups; (ii) investments, giving priority to primary health care; and (iii) proposals for locally appropriate health system reforms (such as health services financing and managed care, and public-private partnership). TA resources will be used to finance consulting services, participatory workshops and seminars, and limited surveys. |

Consulting Services | A team of international and domestic consultants will be engaged by ADB in accordance with ADB Guidelines for the Recruitment of Consultants. The consultants will include experts in social marketing and workshop facilitators; political scientists to assess political and institutional constraints under decentralization; experts in information and communication technology, and distance learning. Health services specialists (public health, health system organization, human resources, health care financing, private health sector, medical equipment, food safety, reproductive health, medical architect, project development and financial analyst), and representatives of professional organizations will address technical health sector needs. Finally, a group of consultants will develop the poverty impact assessment requested under the TA. |
