The key inputs needed to implement the Project include civil works, consultants, equipment, and staff of the Sichuan Provincial Transportation Department.|
|Project Rationale and Linkage to Country/Regional Strategy||
Despite considerable investment in the road sector to date, the PRC road network is still inadequate, and does not provide efficient access to large parts of the country, particularly in the poorer inland regions, including Sichuan province. Better transport links are necessary to improve economic efficiency, foster domestic and international trade, facilitate interregional economic integration, and promote efficient economic growth, thereby reducing poverty. Western PRC lacks high-class and local road infrastructure. The integrated road network comprising expressways and local roads must therefore be developed, thus spreading economic and social benefits widely. To enhance economic development and reduce poverty in the western region, the Government is implementing the Western Region Development Strategy. The strategy aims to reduce development disparities between the western and coastal regions. The Project will support this strategy by developing an integrated road network comprising expressways and local roads. Sichuan provincial government (SPG) has identified the Project as a priority investment, which will link up with an ongoing ADB-financed Southern Sichuan Roads Development Project, thereby facilitating completion of the 900-km route connecting Chengdu and Kunming, two major growth centers in the southwestern PRC.
ADB's operational strategy in the road sector supports (i) construction of roads that connect major growth centers and link the hinterland economies; (ii) integration of the network so that the national trunk highway system is supported by a system of local roads, particularly those that provide access to poor areas; (iii) promotion of road safety and reduction of vehicle emissions; (iv) institutional strengthening to increase the commercial orientation and efficiency of expressway organizations; (v) improvement of highway planning and evaluation techniques; (vi) adoption of pricing policies to ensure optimum use of road transport capacity; and (vii) use of alternative methods of investment financing, including private sector participation. ADB road sector assistance targets the less developed central and western provinces, where most of the poor live. The Project is consistent with the PRC's development priorities and ADB's strategy.

|Description of Project Outputs||
Construction of a 244 km, four-lane access-controlled toll expressway from Ya'an to Lugu, including access roads, interchanges with toll stations, tunnels, bridges, administrative stations, and service areas.

|Status of Implementation Progress (Outputs, Activities, and Issues)||
1. The project expressway civil works has 27 subgrade packages and five pavement packages financed by ADB loan. In addition, there are seven buildings packages, six traffic engineering safety packages, four greening and planting packages, and 12 equipment packages financed by domestic funds. Advance procurement action was approved on 11 March 2005. Bidding started in 2006 and subgrade contracts were awarded in 2007. The project expressway commenced construction on 26 April 2007. In comparing with the implementation schedule envisaged at appraisal, the project expressway started construction about 12 months late mainly due to longer bidding and bid evaluation period. Procurement of pavement packages started in March 2009 and contracts were awarded in November 2009. The overall progress of the project basically caught up with the original schedule (the envisaged construction period of the expressway at appraisal was 66 months while the actual one was 60 months). About 90 km expressway sections were completed earlier and were opened to traffic in December 2010. The entire project expressway was opened to traffic on 28 April 2012.
2. The local roads have a total length of 678 km, of which, twenty-three local roads totaling 158 km were partially financed by ADB and were completed in 2007 as access roads for expressway construction, and the rest local roads totaling 520 km were financed by the government, were implemented by county and municipal communications bureaus, and were completed separately from 2009 to 2012. Along these completed local roads, various services and facilities such as bus terminals, fuel stations, garages, health clinics, groceries, postal offices, police stations, restaurants and free markets etc. were established.
3. Equipment and facilities for the project expressway include traffic engineering packages, scenic and plantation packages, tunnel ventilation, lighting and safety packages, traffic monitoring, surveillance and toll collection packages, and building and auxiliaries packages. All packages were financed by domestic funds and procurements followed national competitive bidding procedures from 2009 to 2011. All equipment including weight-based-toll and safety facilities are now operational and function well since the opening of the project expressway.
4. Four public transport centers (one each in Yingjing, Hanyuan, Shimian and Mianning) were designed to class II service level with a handling capacity of 5,000 passengers per day at each center. Respective county communications bureaus guided by the EA were responsible for implementing these centers. Procurement for these four centers followed national competitive bidding procedures approved by ADB. Four transport centers separately commenced construction and rehabilitation during the period of 2009 to 2012. All transport centers have been completed and are now operational.
5. An international consulting firm was engaged to provide 66 person-months consulting services. The consultant was mobilized on 1 March 2007 and worked closely with the IA and national consultants. The IA also engaged 12 domestic consultants to undertake construction supervision and testing of materials and products through six central laboratories. A total of 368 supervision engineers and technicians were fielded in the sites and 75 professionals conducted engineering testing and assessment in laboratories. The cumulative inputs of national consulting services in the field of subgrade works, pavement works, facilities, and central laboratories amounted to 20,856 person-months.
6. A human resource development plan was prepared including 53 person-months overseas training. A total of 15 overseas trainings were conducted from 2009 to 2012. The overseas training groups submitted training reports to ADB. Knowledge acquired was disseminated within the EA and IA. The IA had also conducted 50 person-months training through the Sichuan Communications and Technology Management College to enhance the local communications bureau staff's capacity and skills in road maintenance and traffic management. During the construction period, the IA had conducted on-site trainings for 5,539 staff.

|Summary of Environmental and Social Aspects|
This is an environmental category-A project. An EIA for the expressway was prepared by SPCD, and an environmental assessment of the local roads was prepared by the TA consultants. A summary EIA for the Project was prepared and circulated to the Board and made public through ADB's website on 24 February 2005. To ensure that all potential adverse environmental impacts of project design, construction, and operation are mitigated, SPCD will implement the environmental management plan (EMP), including a monitoring program, mitigation measures, institutional arrangements, and budgeting as specified in the EIA. The project expressway will pass through the experimental zone of Liziping Nature Reserve, based on the feasibility study, where multiple land uses are allowed. Potential environmental impacts on the reserve area will be minimized by implementing the EMP, which will be incorporated into the bidding documents and contracts of civil works.

The proposed Project will finance the construction of an expressway between Ya'an and Lugu, with a length of 244 kilometers (km), and a local road component with a total length of 678 km county to township and township to village roads. The resettlement plan1 covers both components based on the feasibility study. The proposed Yalu expressway (including connecting roads) will affect 29 townships and 93 administrative villages in five counties: Yucheng, Yingjing, Hanyuan, and Shimian in Ya'an municipality; and Mianning in Liangshan Prefecture. The local road program involves upgrading the existing county to township and township to village roads, so it is not expected to involve a significant amount of land acquisition and resettlement. The resettlement plan will be revised after completion of the preliminary design, including village rehabilitation plans, and submitted to the Asian Development Bank (ADB) for approval prior to commencement of land acquisition.
For the expressway, 1,466 hectares (ha) will be permanently acquired, of which 21% is paddy, 35% dryland, 15% orchard, 15% forestland, 1% housing plots, and 13% wasteland. Another 347.6 ha will be occupied temporarily during construction. Based on per capita farmland in affected villages, farmland acquisition will be equivalent to 20,237 people (5,711 households) losing all their farmland. It is expected that the average loss of farmland per household will be 25%; 94,800 square meters (m2) of houses will be demolished, requiring relocation of 790 households (2,634 people). About 70% of houses are made of brick and wood, and earth and wood, and 30% are brick and concrete. Most of these households will be moved a short distance within their original village. All land, housing, and other assets will be compensated at replacement value.
For people unavoidably affected, the resettlement objective is to achieve equal or better income and living standards in line with the People's Republic of China (PRC) Land Administration Law (1998) and the ADB's policy on involuntary resettlement. The Sichuan Provincial Communications Department (SPCD) will ensure that any people losing land, housing, other assets, or income sources will be assisted to fully restore their income and living standards. A comprehensive compensation rate (for land compensation, resettlement subsidy, and cost of young crops) has been estimated at CNY480,000 per ha for irrigated farmland, and CNY300,000 per ha for dry land. Those losing land temporarily during construction will receive a payment equivalent to production value foregone for the period of loss, which is expected to be 2 years. The land used temporarily will also be restored by the contractor to the original condition. For structures to be demolished, replacement value will be provided to the affected households based on compensation rates adopted in affected city and prefecture, which range from CNY350 to CNY450/m2 for brick and concrete structures, CNY280 to CNY340/m2 for brickwood structure, and CNY220 to CNY260/m2 for earth and wood structures. Those losing housing will be compensated for their housing plot, equivalent to the rate for irrigated farmland, so they can acquire new housing sites close to a road and with electricity and water in their village group or administrative village. Housing compensation will not be reduced for depreciation, and people will be allowed to salvage materials from their old houses. Efforts to minimize resettlement effects have been made after consultations with local officials during the setting of the alignment for the feasibility study to avoid towns, villages, and high-yield paddy and fruit gardens.

The project is expected to benefit 17% of the total population in the project areas by improving access to jobs, markets, and social services. The project will not have significant adverse impact on minority people, other than resettlement. Many local roads target minority villages, which will increase the economic opportunities. However, in consideration of the vulnerable status of the minority population, especially the Yi, an EMDP has been prepared. Resettlement impact of ethnic minorities is addressed in the resettlement plan.

|Stakeholder Communication, Participation, and Consultation|
|During Project Design||During the feasibility study, environmental impact assessment (EIA) and resettlement planning, consultations were conducted with local government agencies, civil society, and affected people to discuss project alternatives, environmental concerns, and land acquisition and resettlement issues, and economic development potential. During TA implementation, about 4,200 people were interviewed in public opinion surveys, social assessments and for resettlement planning, which helped raise the level of awareness and gain local support. These processes have enabled the local stakeholders to express their opinions and to make relevant suggestions to project design and implementation. Consultations with the rural poor, women, minority population and other vulnerable groups were carried out during the socioeconomic survey on project impact and local road selections. The participatory activities are an on-going process that will continue during project implementation.|
|During Project Implementation||Employment opportunities arising from the civil works under the Project will be maximized for local poor persons who meet the job and efficiency requirements for construction of the project roads. Such workers will be provided on-the-job training.|
|Consulting Services||The Project will provide 66 person-months of international consulting services to (i) help with project management during the construction period; (ii) provide expertise in tunnel and bridge construction; (iii) conduct a safety audit of the project design, and make safety recommendations on the completed construction works; (iv) help set up and implement quality control procedures; (v) monitor the environmental impact of the project and provide guidance on environmental mitigation measures as well as help develop capacity in vehicle emissions; (vi) assist in formulating a human resource development and training program; and (vii) help establish and implement a project performance management system. The team leader will be in the field during the construction period and will act as assistant chief supervision engineer, (i) helping the chief supervision engineer certify variation orders, contractor's monthly payments, and subcontracting documents; and (ii) helping establish a contracts management system. All consultants to be financed under the ADB loan will be selected and engaged based on the quality- and cost-based selection method in accordance with ADB's Guidelines on the Use of Consultants by the Asian Development Bank and Its Borrowers The domestic consultants for construction supervision will be financed by SPCD and will be recruited in accordance with government procedures.|
|Procurement||Goods and services financed by the ADB loan will be procured in accordance with ADB's Guidelines for Procurement. Civil works for the expressway will be procured through international competitive bidding. Civil works for local roads will be procured through local competitive bidding procedures acceptable to ADB. In March 2005, ADB will consider the Government's request for approval of advance action for procurement of civil works. Equipment will be procured through local competitive bidding under government financing.|
