| Description | The objective of the TA is to prepare a follow-on sector investment project, which will address poverty reduction, environmental protection and gender issues through the development of small-scale (less than 100 ha) CMI schemes in selected northern provinces. The TA will comprise the following major activities: (i) review lessons learnt from ongoing projects in relation to current policies; (ii) undertake analyses of institutional capacity at national, province, district and village water users associations (WUAs) levels; (iii) determine the northern provinces to be included in the proposed project taking into consideration the stakeholders' priorities and Government's implementation; (iv) review and upgrade the completed appraisal studies on sample subprojects.; (v) conduct a social and environmental assessment of sample subprojects with particular emphasis on poverty reduction and environmental protection; (vi) analyze the cost effectiveness and financial sustainability; and (vii) develop a sector investment package and necessary supporting mechanism for sustainable and affordable CMI. | ||||
