Lao People's Democratic Republic : Northern Community Managed Irrigation
The Project aims to reduce rural poverty in 11 districts of the northern region through sustained growth of agricultural production by developing community managed irrigation schemes with strong community ownership.The Project will provide services and activities of the following four project components in an integrated manner to each subproject: (i) community mobilization, (ii) institutional capacity building for better participatory planning facilitation and technical management, (iii) rehabilitation and upgrading of community managed irrigation schemes, and (iv) agricultural extension and resource use planning.

| Project Rationale and Linkage to Country/Regional Strategy | In the northern region, mountainous terrain and poor state of infrastructure had slowed integration of the area into overall economic development. The poverty incidence is high at 53% in the northern provinces, where many poor farmers live on subsistence farming, seasonal agricultural wage labor, and shifting cultivation. Although the Government declared the country's national rice self sufficiency in 2000, rice insufficiency at the household level persist in the northern region, where the irrigation sector development has an important mandate to improve the food security and affordability of poor households. The Government's Strategic Vision for the Agricultural Sector recognizes the lack of irrigation facilities as a fundamental constraint to agricultural development, and its poverty reduction strategy aims to assure food security of poor farmers and enable them to diversify their cropping systems. The use of productive land in the northern region has not been optimized, and there exist a substantial opportunity for efficiency improvement of water resources yet to be exploited. Over the past decade ADB has supported the implementation of the Government's core sector strategy to develop community managed schemes and promote irrigation management transfer through the ongoing Community Managed Irrigation Sector Project (CMIS). The development impacts of CMIS have demonstrated the effectiveness of rehabilitation of small scale irrigation systems in improving food security and rural livelihood by strengthening the self help capacity of rural communities in the mountainous rural areas. The Project is positioned to further assist the Government's efforts in addressing household food insecurity and enabling crop diversification by replicating in the northern provinces the successful community managed irrigation development models tested by CMIS. In order to further strengthen the effectiveness and sustainability of irrigation facilities over the long run, the approach to community managed irrigation development needs to further strengthen community institutional development and assistance capacity of local government agencies, sharpen participatory dimensions in the planning, constructing, and maintaining irrigation facilities, and integrate irrigation investments with complementary agricultural development assistance. | ||||

| Consulting Services | The Project will provide 57 person months of international and 230 person months of domestic consulting services for project management and a number of technical inputs. The consultants will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants. |
| Procurement | Goods and related services valued at more than $500,000 equivalent will be procured through international competitive bidding (ICB), and those valued at $500,000 or less through international shopping (IS) in accordance with ADB's Guidelines for Procurement.
