Description The main purpose of the TA is to help the Madhya Pradesh Government (MPG) prepare a sector development program for reengineering the state road management system. The TA will also assist the MPG in preparing investment components for state road rehabilitation and upgrading. The TA will have the following four components: (1) Component A - Develop, as part of the systemwide reform exercises under the programmatic approach for India's highway sector, an overall plan for policy and institutional reforms of the state road subsector in India; (2) Component B - Develop for MP (i) an overall plan for reengineering the state road management system including restructuring PWD, (ii) a transition plan for PWD from the existing organization to a reengineered structure, and (iii) a social marketing strategy identifying major target audiences or key stakeholders and developing public campaign strategies; (3) Component C - Develop (i) an overall financing strategy for the development of state roads, and (ii) a plan for establishing a road fund to develop and maintain state roads and major district roads of MP; (4) Component D - Provide support to PD of MP for preparing the ensuing project, covering (i) environmental and social assessment, (ii) economic and financial analysis, and (iii) preliminary engineering design and procurement suport. Prepare the logical framework for that project.

Component A: A team of individual consultants, one international and one domestic, will be engaged. The international consultant, a transport economist-specialist (1.4 person-months), must have extensive knowledge of transport sector policies and institutional reforms. The domestic consultant (1.4 person-months), needs to have extensive knowledge on India's transport sector.

Components B and C: A consulting firm will be engaged. The consulting firm will establish two teams. One is for reengineering the MP state road management system. The team would consist of 5.1person-months of international consultants and 1.4 person-months of domestic consultants. Those consultants include: (i) a transport economist-specialist (international) who is familiar with the organizational restructuring of government agencies and state-owned enterprises; (ii) a specialist (international) who is familiar with wages and welfare structures; (iii) a specialist for public relations (international) who is familiar with public relations campaign strategies; and (iv) a legal expert (domestic) who is familiar with corporate law and has extensive experience in assisting clients to establish a company in India. The other team is for developing a financing strategy for MP's road sector. The team would consist of 2.2 person-months of two international consultants: (i) a transport economist who is familiar with road funds; and (ii) a financial analyst who is familiar with project finance and credit enhancement mechanisms, and has extensive experience in financial analysis. The latter team requires 2.2 person-months input of international consultants. Among the various specialists, one should be assigned as the task manager. Component D: A consulting firm will be contracted, which would provide project preparation support to MP Public Works Department. Three teams would be established for carrying out (i) an environmental and social assessment; (ii) economic and financial analysis, and (iii) preliminary engineering design and procurement support. The task will require 8.9 person-months of input by international consultants and 3.0 person-months from domestic consultants. Among the various specialists, one should be assigned as task manager.
