Viet Nam : Strengthening of Preventive Health Services
The overall goal of the Project will be to assist the Government in maintaining the pace of health improvements in the future and to control the spread of emerging diseases including HIV/AIDS. The specific objectives of the Project are to assist the Government in:
(i) Halting by 2010 and beginning to reverse the spread of major communicable diseases including HIV/AIDS by 2015; and
(ii) Preparing the health system to effectively address the new and emerging challenges, including those related to food-safety, occupational and environmental health.
The TA will be implemented in four overlapping but distinct phases: (i) learning and analysis; (ii) preparing the first draft of the project proposal; (iii) developing a more detailed feasibility report; and (iv) preparing a project implementation plan.

| Consulting Services | A total of 42 person-months (pm) from a team of three international (16 pm) and seven domestic consultants ( 26 pm) will be required. International consultants will provide services in (i) public health (7 pm), (ii) laboratory sciences (6 pm), and (iii) health economics and health financing (3 pm). The domestic consultants will provide services in (i) epidemiology ( 12 pm), (ii) laboratory equipment (6 pm), (iii) social development (3 pm), (iv) human resource development and training (4 pm), and (v) medical waste management (1 pm). The consultants will be engaged through a firm using the simplified technical proposal procedure and the quality- and cost-based selection method. |
