For the last three years, ADB has extended a series of loans to NHAI. This has resulted in significant strengthening of the project preparation capability of NHAI although still inadequate in several areas such as those for environmental management and social development. | Description | For the last three years, ADB has extended a series of loans to NHAI. This has resulted in significant strengthening of the project preparation capability of NHAI although still inadequate in several areas such as those for environmental management and social development. Built on these past efforts, ADB is envisaging introducing a different modality of lending, a sector loan approach in which an executing agency would have a broader responsibility in identifying and developing the projects. The purpose of the TA is to assist NHAI to develop a national highway (NH) project fit for the above lending modality. The development of a sector loan would require, among others, the evaluation of the institutional capacity of NHAI for project development so as to ensure that NHAI is qualified for a sector loan. This would also require the development of selection criteria of sub-projects, covering technical, environmental, social, financial and economic aspects. Extensive assistance is needed to supplement NHAI's capability for dealing with issues associated with social development, poverty alleviation and environmental protections. Assistance should also include that for the private sector participation. |

| Consulting Services | An international consulting firm will be engaged to cover economic and financial assessment, poverty impact analysis, environmental assessment and provision of engineering support, using ADB's Quality and Cost -Based Selection Procedures and in accordance with its Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the selection and engagement of domestic consultants ( a bio data technical proposal method will be used). The task requires the input of 8 person-months of international and 6 person-months of domestic consultants. For resettlement and social assessment, two individual consultants; one international and one domestic consultants, will be separately engaged in accordance with its Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the selection and engagement of domestci consultants. The latter task requires 4 person-months of international and 3 person-months of domestic consultant inputs. |
