Sri Lanka: Human Resource Investment Project
The main objective of the Project is to prepare an investment project to support the Government's plan to solve the youth unemployment problem by contributing to the Human Resource Investment Fund, upgrading training institutes, especially in North and East, and introducing skill competition system to promote the value of skilled occupations.
The TA will have three components: (i) a comprehensive study and detailed plan to establish the proposed Human Resource Investment Fund, (ii) an action plan to rehabilitate training facilities with focus to North and East, and (iii) a plan to establish the skill competition system to promote occupations related to industrial production.

Consulting Services | The TA will be implemented over 6 months from May 2003 through November 2003. The international consultants include a technician education specialist cum team leader (4 person-months) and education fund management specialist (2 person-months). The domestic consultants include (i) financial analyst for 4 person-months; (ii) skill competition specialist for 4 person-months; (iii) vocational training specialist for 4 person-months; and (iv) benefit monitoring and evaluation specialist for 3 person-months. |
