Bangladesh : Gas Sector Development Project
The purpose of the TA is to help the Government prepare a gas sector development project. The TA will involve: (i) reviewing the sector road map and preparation of policy package; (ii) reviewing project proposals and other documents to define the scope of the different components for financing under the ensuing project; (iii) making a technical review of the proposals to confirm their suitability and soundness and preparing implementation schedules for the selected components; and (iv) undertaking financial and economic, environmental, social, poverty reduction, and (v) institutional analyses and develop an institutional strengthening plan for Petrobangla and other relevant agencies.

Key activities include: (i) preparing an internal report which analyses the potential for economic growth and social development in less developed areas particularly with reference to expanding natural gas supply and distribution; (ii) preparing a report which analyses the potential for gas sector development; (iii) preparing a report which assesses policy and non-policy barriers to improve gas sector development; (iv) identifying policy packages for the promotion of gas sector development; (v) developing an investment package that identifies relevant subprojects; (vi) performing detailed financial, economic, environmental, social, poverty reduction, and institutional analyses of the identified subprojects; (vii) reviewing cost estimates, financing plan and procurement packages, and (viii) preparing an estimation of potential levels of greenhouse gas emissions reduction from the subprojects. |
