The objective of the TA is to develop an investment proposal for integrated conservation and development, based on the potential for development of natural resources in the Sanjiang plains to support economic development, preserve globally significant biodiversity that exits in these wetlands, and enhance the well being of local communities dependent on these resources.
The TA will design appropriate investment models that allow integration of economic development and conservation of natural resources and ensure sustainable development.

| Description | The objective of the TA is to develop an investment proposal for integrated conservation and development, based on the potential for development of natural resources in the Sanjiang plains to support economic development, preserve globally significant biodiversity that exits in these wetlands, and enhance the well being of local communities dependent on these resources. The TA will design appropriate investment models that allow integration of economic development and conservation of natural resources and ensure sustainable development. The TA will undertake a social assessment (to measure the level of economic well being as a baseline), identify potential investment opportunities for development and conservation (based on past experience and lessons learned in PRC and other countries in the region), and prepare detailed designs for such activities, and recommend appropriate arrangements for implementation. The TA will also assess the economic and financial viability, environmental impacts, and the impact of such investments on income levels of local communities and their contribution to economic development of the province. Subject to survey and analysis, and consultation with local population and other stakeholders, potential economic activities may include environmentally sound integrated farming and fisheries, soil conservation and reforestation for employment generation for local communities, provision of credit to support small scale agriculture including horticulture, livestock development, apiculture, agroprocessing, and other self employment opportunities associated with capacity building and skills development. |
