China, People's Republic of : Hunan Roads Development II
The TA will help the Government prepare an integrated roads development project to support pro poor growth and reduce poverty in the western part of Hunan Province. The TA will assist the Hunan Provincial Communications Department (HPCD) in: refining the feasibility study, including the environmental impact assessment (EIA) and summary EIA, resettlement plan, and poverty impact analysis for the proposed Project in compliance with ADB's requirements (ii) broaden the project scope to make it more pro poor by including a local roads components (iii) confirm the technical, economic, and financial viability of the proposed investments (iv) review and update Hunan transport and road profiles and (v) provide the basis for further policy dialogue in such areas as poverty impact of roads projects, expressway commercialization, non government financing, road safety, environment protection, and expressway design and construction.

| Consulting Services | The TA services will be provided by an international consulting firm in joint venture with a domestic consulting firm. The TA will require about 13 person months of international consultants and about 20 person months of domestic consultants. The consultant will have expertise in : (i) highway and structural engineering, (ii) transport economics, (iii) financial analysis and expressway operation, (iv) environmental analysis, (v) resettlement planning, and (vi) social and poverty analysis. |
