|Description||The purpose of the TA is to enhance the Government's institutional and human capacity in collecting, consolidating and analyzing the economic and social data of the country, which will enable the Government to develop more responsive and effective economic growth and poverty reduction policies and programs and to monitor the country's progress in achieving the goals and targets in the PRPA and the MDG. The TA will support the Government for the expected outputs of (i) establishing an independent Department of Statistics supported with an appropriate mandate and legislative framework including upgrading the existing Statistical Rules and Regulations into a law for the Department; (ii) further strengthening the technical capacity for key economic and social statistics, particularly national accounts statistics; and (iii) upgrading human resource in statistics required for the full-functioning of the new Department through overseas studies/OJT and in-county seminars/workshop targeted at the concerned government staff including those in the atolls.|

|Consulting Services||The TA will be carried out with the assistance of international consultants, who will be engaged for a total of 9 person-months. The expertise required for international consultants will be (i) statistical capacity building and legal specialist (3 person-months) on institutional, legal, and human resource development aspects; (ii) surveys and price indices specialist (2 person-months) for improvement of survey exercise and price indices; (iii) national accounts specialist (2 person-months) for further improvement of national accounts statistics; and (iv) data processing specialist (2 person-months) for enhancement of the automation system.|
