Description This TA will have three components. The first component will focus on improving the management practices of CPA and Customs at Chittagong Port for ship berthing and container clearance by improving processes, procedures and documentation simplification as well as better interfacing between Customs and CPA in the ship berthing and container clearance process. It will also prepare a master plan for the introduction of EDI at Chittagong Port. The second component will involve physical improvements necessary within Chittagong Port Authority area to complement the improved management practices in improving the container clearance process in Chittagong Port. This will include recommendations for improvement to the physical layout of the container yards and container freight stations, better vehicle traffic flow within the port operations area as well as preliminary engineering of structures, buildings and internal circulation roads needed within the port area to efficiently link with the proposed port access road. The third component will focus on environmental management. It will build upon the recommendations of TA 3357 BAN: Oil Spill Impact and Response Management Program as well as the environmental issues identified by CPA such as controlling pollution from shore-based sources and handling of hazardous material.

Consulting Services The TA will require about 10 person-months of international consultants and 25 person-months of domestic consultants. Selection of consultants will be in accordance with the Bank's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants.
