India : Rural Roads Sector I
The objective of the Project is to reduce poverty and deprivation, and support economic growth, by providing enhanced access to markets, employment opportunities and social services, including health and education. This will be achieved by (i) providing rural habitations in Madhya Pradesh (MP) and Chhattisgarh (CG) with all-weather road connections; and (ii) improving the efficiency and sustainability of the national rural roads program (PMGSY) by providing support for capacity building, research and development, and development of financing and implementation arrangements for maintaining PMGSY roads throughout their economic life. The Project will finance construction and upgrading of about 5,000 km of village and other district roads in MP and 5,000 km in CG.

| Project Rationale and Linkage to Country/Regional Strategy | The theme of ADB's CSP is mainstreaming poverty reduction. In line with the Government's priorities for the Tenth Five-Year Plan 2002-2007, this is to be addressed primarily by supporting economic growth, including both high growth and equitable, pro-poor growth. Growth has been identified as the major channel through which poverty can be reduced in India. The CSP points to emerging consensus over the importance of infrastructure in poverty reduction, through both its indirect impact on growth leading to increased incomes and employment, and its direct contributions to incomes and employment and reducing human poverty by improving access to social services. The CSP also identifies the need for infrastructure projects to incorporate institutional reforms to improve sustainability, particularly by establishing sound approaches to maintenance. The Project combines each of the main thrusts of the CSP. |

| Consulting Services | Consulting services will be required for project management, design, procurement and supervision of civil works, and impact monitoring and evaluation. Total consulting services requirements are expected to be about 400 person months for international experts and about 8,500 person months for domestic experts. Eligible candidates will be international consulting firms in association with domestic consultants. Expertise required will include international experts in project coordination; team leadership; contract management; and drainage. Requirements for domestic experts will include pavement, bridge, drainage, materials, and geodetic engineers; quantity surveying; contract management; inspectors; surveyors; transport economics; social development/resettlement analysis; environmental and poverty impact analysis; and other specialists acceptable to ADB. The estimated duration of the consulting services is 4 1/2 years. |
| Procurement | All civil works contract packages (about 200 contract packages) will be procured in accordance with ADB's Guidelines for Procurement. Civil works contracts over $3 million will be procured through international competitive bidding (ICB), and those below $3 million will be procured through local competitive bidding (LCB) procedures. Civil works contracts will be executed within a one year period. Supply contracts will be procured through international shopping for contracts with an estimated value of $100,000 - 500,000, and through direct purchase arrangement for contracts with an estimated value les than $100,000. Eligible bidders will be either domestic firms independently or in Joint Venture with domestic and/or foreign firms from eligible member countries of ADB. |
