China, People's Republic of : Liaoning Environmental Improvement
The proposed Project is to support environmental improvement in Liaoning Province. The main objective of the Project is to capture the coalbed methane (CBM) to reduce greenhouse gas emission and upgrade and expansion of gas distributions in ten cities in Liaoning Province. The Project consists mainly of: (i) establishing commercially viable CBM production and utilization demonstration projects at coal mines of the Tiefa, Fushun and Fuxin coal mining areas (ii) improving urban gas distribution system in ten cities in Liaoning Province, and (iii) planning and designing of natural gas distribution system for Liaoning Province.

| Consulting Services | Consultants will be engaged by ADB on an individual basis in accordance with its Guidelines on the Use of Consultants. An estimated 28 person months of consulting services will be required: 8 for international, and 20 for domestic services. The international consultants will have expertise in (i) CBM production and gas system planning and engineering (ii) gas distribution design (iii) preparation of technical specifications and bid documents (iv) environmental assessment (v) project monitoring (vi) economic and financial analysis (vii) corporation governance and gas sector reforms and (viii) resettlement, poverty impact, and social assessment. The domestic consultants will have similar expertise. |
