China, People's Republic of : Jilin Water Supply and Sewerage Development
The objective of the TA is to assist JPG to prepare a project suitable for ADB financing by assessing the technical, environmental, financial, economic, social and institutional feasibility of a proposed project to (i) increase the wastewater treatment capacity and improve the urban ecological environment in Changchun which wold contribute to the clean up of the Songhua river basin (ii) address problems linked to drinking water shortages and water quality issues in Shuangyang district, and Liaoyuan and Meihekou cities, and (iii) promote the sustainable economic development of the project cities. The TA will identify institutional capacity building measures including wastewater management and policy reforms necessary to ensure the long term sustainability of the ensuing Project facilities. The output of the A will be workshops and reports recommending the least cost option for developing wastewater treatment and water supply facilities in Changchun, Liaoyuan and Meihekou cities.

| Consulting Services | The TA will be implemented over five months from April to August 2004. A total of 43 person months of international (16 person months) and domestic (27 person months) consultants will be engaged through a firm in accordance with the ADB's Guidelines on the Use of Consltants based on the quality and cost based selection method. The consultants will have expertise in water and wastewater management, wastewater treatment, tariff analysis, financial and economic analysis, institutional and regulatory development, social analysis, resettlement, and environment. Since the scope and terms of reference for consutlants are clear, the ADB simplified technical proposal approach will be used in selecting and engaging the consultants. |
