Uzbekistan : Woman and Child Health Development
The Project has an overall goal to help the Government achieve the Millenium Development Goals by reducing maternal and child mortality, and morbidity, by focusing especially on the rural poor, and on the vulnerable population. In order to achieve this, the Project aims to have two broad objectives: (i) to improve the equity in access to quality and cost effective services for woman and child health, and (ii) improve the efficiency of health care delivery system. The Project comprised four components: (i) strengthening decentralized woman and child health services (ii) strengthening finance, information, and management (iii) building a blood safety program, and (iv) improving project management.

| Environmental Aspects | Project social and environmental monitoring is supervised by the Evaluation and Monitoring Specialist. Performance indicators were revised during the midterm review in 2007. Statistical data was collected and analyzed on quarterly basis. Social analyses were conducted by ExpertFikri Consulting Company at baseline, interim, and pre-final stages. The analyses also made use of the state statistics data, current data from MOH, and research data from other international organizations (UN, WHO, UNICEF, and WB). |

| Consulting Services | MOH will recruit international and domestic consultants. Recruitment of consultants will follow ADB's Guidelines on the Use of Consultants and other arrangements acceptable to ADB for domestic consultants. ADB's Quality and Cost Based Selection method will apply for consulting firms. 25 international consultants (138 person months) and 39 domestic consultants (921 person months) will be recruited and will provide services in (i) medical education, (ii) nursing and midwifery education, (iii) hospital management, (iv) health systems organizational restructuring, (v) medical equipment, (vi) laboratory, (vii) blood safety, (viii) health information system, (ix) finance, (x) project implementation, and (xi) other disciplines. |
| Procurement | Goods and services will be procured in accordance with ADB's Guidelines for Procurement. Civil works will be contracted by local governments. Equipment and supplies will be procured on the basis of international competitive bidding, international shopping, local competitive bidding, or direct purchase. |
