The purpose of the TA is to prepare an investment project for Integrated Citrum Water Resources Management. The proposed project will promote integrated water resources and environmental management within the Citarum River basin, addressing conservation, utilization and mitigation of impacts, and covering watershed management, agriculture, water supply, and energy, for the benefit of all water users in the river basin.

The TA will assist the Government to (i) enrich and update if necessary, the existing integrated water resources management (IWRM) plan for the Citarum River Basin, (ii) strengthen the capacity for IWRM, (iii) review the Government policy on raw water tariff and on O&M of water supply system by PJT II, and (iv) formulate a project for Integrated Citarum Water Management Project, for possible funding by ADB.

Project Rationale and Linkage to Country/Regional Strategy

Water resources development has been a major area of ADB?s assistance to Indonesia, totaling over $1.5 billion in loans and TAs. Promoting sustainable use of water resources in-line with the ADB ?Water for All? policy is a key element of ADB?s operational partnership with Indonesia. During the 2003 country programming mission of the ADB the Government of Indonesia requested technical assistance (TA) to prepare an integrated water resources management project for the Citarum basin.

Consulting Services A total of 20 person-months of international consultants and 58 person-months of domestic consultants, for a total of 78 person-months will be engaged through an international consulting firm. The team leader, an international consultant, will work full-time in Indonesia for the duration of the TA study. Expertise will be required in water resources planning, integrated river basin management, hydrology, hydraulic structure engineering/irrigation, sociology, rural income generation, land and forest management and spatial planning, community participation and institutional strengthening, environment, and economy. The consultant will be engaged in accordance with ADB's Guidelines on the use of Consultants. The engaged consultant will commence their field works in January 2005 and will be completed their works in December 2005.
