Description The Project will assist MOH in undertaking the requisite background analysis and preparing documentation necessary for the Government and ADB to appraise and approve the proposed Project with objectives and focus. The TA includes situational analysis of the central highlands, and project preparation including its justification and feasibility analysis. The TA will be implemented in four overlapping but distinct phases: collecting background information; preparation of the first draft of the project proposal; developing a more detailed feasibility report; and preparation of a project implementation plan.

Consulting Services About 18 person-months of 2 international (4 person-months) and 6 domestic consultants (14 person-months) will be recruited on individual basis. The international consultants will provide services in the fields of health system development and hospital systems. The domestic consultants will provide services in social economics, epidemiology and preventive health, hospital systems development, human resource development and training, anthropology, and health care waste management.
