Afghanistan : Regional Airports Rehabilitation Project
The prolonged state of conflict in Afghanistan has resulted in large-scale deterioration of the civil aviation infrastructure and depletion of the skilled manpower. In addition to lack of maintenance, the deterioration was further accelerated by the heavy damage inflicted during decades of civil strife and the recent military operations. A massive rebuilding effort is required to bring back the civil aviation infrastructure and institutions to a standard that assures safe and efficient civil aviation services in the country.

In addition to lack of maintenance, the deterioration was further accelerated by the heavy damage inflicted during decades of civil strife and the recent military operations. A massive rebuilding effort is required to bring back the civil aviation infrastructure and institutions to a standard that assures safe and efficient civil aviation services in the country. The main objectives of the technical assistance are to (i) prepare a Civil Aviation Master Plan (CAMP) to provide the framework and time bound action plan for sustainable and effective development of the civil aviation sector in Afghanistan; (ii) undertake feasibility studies for rehabilitating selected major domestic airports and other regional airports and prepare an investment project suitable for ADB financing; and (iii) prepare an implementation program to strengthen the capacity of civil aviation sector institutions in Afghanistan. | ||||

| Consulting Services | The TA will require about 32 person-months of services of international consultants and about 20 person-months of domestic consultants. The international consultants should have experience in airport planning and engineering, air transport economics and poverty analysis, aviation management and financial analysis, social and environment assessment, and institutional capacity building and training. The domestic consultants will be engaged to carry out detailed surveys and consultations. |
