It is a non-contingent facility, drawdown in tranches over the investment period and subject to specific warranties and representations especially in the area of safeguards, procurement, fiduciary oversight, and subproject eligibility criteria. The facility allows the authorities and project sponsors to sequence investment and non-investment interventions under the program, modify subproject priorities and reassign resources and time away from repetitive processing tasks towards implementation. The facility is akin to stand-by letter of credit. It finances the sector program "as you go", focusing on subprojects ready for implementation, while giving sponsors sufficient time to continue with processing tasks, link the investment to the budget cycle and raise additional co-financing from third parties.

Consulting Services | Consulting services will be procured in accordance with ADB's Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers, and other arrangements satisfactory to ADB for the engagement of domestic consultants. Approximately 110 person-months of domestic consultant inputs will be required. |
Procurement | Design-build contracts and supply contract packages will be required for the following components: Component A - Transmission System. Transmission system expansion, including (i) 785 km of 400 kV lines, (ii) 5 km of 220 kV lines, 665 km of 132 kV lines, and 8 associated substations. This component has tentatively been divided into 4 subprojects defined along river basins: the Alaknanda and Bhagirathi Basins are designated as core subprojects. Component B: Small Hydropower. Small hydropower development, including (i) up to 6 small hydropower plants (SHP) totaling about 35 MW of new generating capacity; (ii) renovation, modernization, and upgrading (RMU) on 1 or 2 existing hydropower plants; and (iii) hydrology system for flood warning, hydropower generation optimization, and future power system planning. |
