India : North Eastern States Roads
The proposed Project will assist the North eastern (NE) Region to develop their state-level highways road network and provide reliable access and connectivity to the national- and subregional-level network. The Project will also propose an effective and efficient management for the construction, operation and maintenance of the road assets at the state level. The main outputs of the PPTA will comprise: (i) a prioritization of state highways and major district roads to improve the national- and subregional-level connectivity of the NE Region in the context of the existing plans for National Highways roads and border roads on the one hand and rural roads under the Prime Minister's Rural Roads Development Program on the other hand; (ii) institutional development program to improve performance and accountability of the road sector institutions; and (iii) an investment project for selected roads that is economically viable, technically feasible, and socially and environmentally responsible.

- The TA will be implemented over 9 months, beginning around November 2004 and ending in August 2005. A multidisciplinary team of consultants will provide about 16 person-months of international and 48 person-months of domestic inputs (including peer review and training). The consultants will have expertise in (i) institutional and private sector development, (ii) regional transportation planning and transport economics, (iii) road engineering, (iv) traffic engineering and road safety, (v) environment, and (vi) social development. All consultants will be selected and recruited using the quality- and cost-based selection method, in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants. Simplified technical proposals will be requested from the short listed consultants.
