Sri Lanka : TA Loan for Road Project Preparatory Facility
The objective of the proposed TA loan is to support the Government in developing the road network efficiently. Focusing on road project preparation activities, the TA Loan will (i) facilitate pre-construction activities of road projects and (ii) ensure readiness of the follow-on project implementation. The TA Loan will also contribute to enhancing road agencies' capacity of implementing road projects. The TA Loan is for national and provincial roads and expressways including public private partnerships (PPP) projects. The proposed TA Loan will provide a readily accessible pool of funding, i.e. a road development facility (the Facility, hereafter), for the Government to conduct project preparatory work. Assistance will be provided for preparing feasibility studies, detailed designs including environmental and social assessment and land acquisition and resettlement (LAR) plans, tender documents, bidding, bid evaluation and contract negotiations.

Assistance may also be extended to cover the cost of engaging consultants for preparing any concession agreements and negotiations for PPP projects. The Facility will cover roads identified in the Investment Plan prepared under the Road Sector Master Plan. It will also cover roads proposed by the Government as urgency before and while the Investment Plan is developed. | ||||
| Project Rationale and Linkage to Country/Regional Strategy | The Government's vision for economic growth and poverty reduction sets ambitious development targets, which will require massive development of road infrastrucgture and more private sector participation. Timely road investment projects are indispensable to economic proress. Road sector institutions need to be equipped with sufficient capacity to carry out preconstruction activities on time and efficiently for external and/or private sector financing. The TA loan will provide a financing facility that road sector institutions can easily access. | ||||

| Consulting Services | The areas of consulting services typically required are highway engineering, transport economics, social, resettlement, and environment specialists. These specialists are necessary to support individual implementing agencies (IAs: such as RDA, BOI and provincial councils) in carrying out comprehensive engineering design, bidding documents, and procurement assistance satisfactory to ADB. The detailed terms of reference (TOR) and the associated resources to fulfill the TOR will be developed by each IA. The international consulting firm will be engaged using ADB's quality- and cost-based selection procedures. The individual consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the engagement of domestic consultants. |
