The TA will help the Government prepare an integrated roads development project to stimulate economic development and thereby reduce poverty in the poor, landlocked central region. The TA will assist the Hunan Provincial Communications Department in: (i) improving road transport conditions, saving energy, and reducing environmental pollution (ii) improving transport safety and reduce costs and (iii) promoting economic cooperation between the coastal area and western region.

| Consulting Services | The TA will require about 28 person months of consulting services comprising about 13 person months of international consultants and about 15 person months of domestic consultants, spread over a total period of 5 months, including fieldwork. The international consultants will have expertise in: highway and structural engineering, tunnel engineering, transport economics, financial analysis and private sector participation in expressways, poverty and social analysis, resettlement, and environmental science. Expertise required from domestic consultants will be in the fields of highway and structural engineering, transport economics, poverty and socio economics, resettlement, and environmental engineering. A team of consultants from an international consulting firm, in association with domestic consultants, will be engaged by ADB in accordance with ADB s Guidelines on the Use of Consultants, Quality Cost Based System (QCBS). Arrangements for the engagement of domestic consultants should be satisfactory to ADB. |
