Description of Outcome
Progress Toward Outcome The database was intended to support trade and investment in BIMP-EAGA through facilitating access to information necessary for the private sector to identify and take advantage of business opportunities and for policymakers to identify and address issues affecting the investment climate. The specific objectives are to (i) develop a trade and investment database reaggregated at the BIMP-EAGA subregion level with specific data on the movement of goods, services, financing within the different points of the subregion as well as to and from the subregion to allow formulation of economic development strategies and monitoring of change based on the existing reliable raw data and economic indicators; (ii) harmonize the key indicators, including its concepts and definitions for potential data users that include government, civil society, and the private sector; and (iii) set up a web-based system for updating, reporting, and disseminating information on key indicators.

Description of Project Outputs
Status of Implementation Progress (Outputs, Activities, and Issues)

The components are: (i) web-based database of trade and investment for BIMP-EAGA (component 1); and (ii) operations and maintenance of the database, and training (component 2). The expected output under component 1 was the effective operations of the trade and investment database of BIMP-EAGA that satisfied all technical requirements. Activities included the identification of user requirements and data sources; data acquisition; preparation of data roadmaps; identification and procurement of necessary hardware and software; design and development of database and web-based interface including uploading of data and testing; and having signed memorandum of understanding (MOU) from countries' focal agencies responsible for directly uploading of data to the database. The expected output under component 2 was that the database would be accessed by private and public sector users through the internet. Activities included the live beta testing of database and web-based interface and its subsequent fine tuning, and training of staff responsible for data updates and maintenance of the database.

Progress: (i) By grant closure, the web-based database (www.bimp-eaga.org) was completed and operational. At that time, of the four BIMP-EAGA countries, only the Philippines had a signed MOU with the statistical agency that would be responsible for directly uploading of data to the database.

(ii) Although the database became operational and the grant was extended, BIMP-FC's system administrator was not hired and the maintenance and training were not conducted.
