Bhutan : Urban Infrastructure Development
The purpose of the PPTA is to prepare an investment project for Urban Infrastructure Development in Bhutan. The Project is expected to include the following as main components: i) immediate and medium-term needs assessment of urban environment through improvement in urban infrastructure of newly expanded areas of Thimphu, Phuentsholing and some regional center cities; ii) preparation of investment package with financing, policy issues and safeguard aspects; iii) promotion of effective and sustainable management of urban services (urban access road, water, sanitation, river training, urban facilities, etc.); iv) evaluation for city/municipal development fund, capacity of institutional and human resources for such mechanism; v) sector analysis including linkage assessment among urban infrastructure, economic growth and urban migration trends; and vi) review of other ODA assistance in the sector.

The Project will be prepared using community participation, including women's groups, and involving wherever feasible and appropriate, implementation through government agencies, municipalities and community-based groups. Overall objective of the ensuing loan is to (1) reduce urban poverty, improve community health and prevent environmental degradation in the selected project municipalities by improving water supply, sanitation, solid waste management and roads for low-income communities; and (2) ensure sustainability of urban investments by strengthening institutional capacities and financial revenue for strategically important regional centers. | ||||

| Consulting Services | It is currently envisaged that approximately total 20 person-months of international consultant (including civil engineers (water/sanitation, urban roads/bridges), environment, economist/financial, safeguard/poverty reduction specialist) and total 20 person-months of domestic consultants (including legal, civil engineers, etc) inputs. The project requires that most consultant team members will stay in Bhutan continuously, especially the Team Leader. |
