The proposed PPTA aims to complement the rehabilitation works under the Multisector Project for Infrastructure Rehabilitation in Jammu and Kashmir; and expand the coverage and improve the quality, efficiency, reliability, cost effectiveness and reliability of water and sanitation services in the cities of Jammu and Srinagar. It is expected to formulate a comprehensive investment strategy for water supply and sanitation including components on tariff structure reforms, cost recovery, non-revenue water reduction program, and other administrative and operational aspects of water and sanitation services provision.

| Project Rationale and Linkage to Country/Regional Strategy | The TA was included in the ADB Country Strategy for 2002-2005. The PPTA was plnned as part of the approval of the ongoing loan (Loan 2151-IND) which focuses on rehabiliation, not expansion, of services.
