|Project Rationale and Linkage to Country/Regional Strategy||Provision of urban infrastructure and services is the responsibility of urban local bodies in India. The efficient and sustainable delivery of these services requires proper institutional structure, delegation of more power and authority to local governments, adequate financial resources, and the support of national and state governments. The Government?s policy as stated in the Tenth Plan, gives high investment priority to provision of basic civic amenities for water supply and sanitation, urban transport, poverty reduction, upgrading of urban slums, and institutional development.|

Two teams of international and domestic consultants will be recruited in two consecutive stages in accordance with ADB's Guidelines on the Use of Consultants. About 28 person-months of consulting services will be required for the two phases, including about 14 person-months of international and 14 person-months of domestic specialists. The TA team for the first phase would comprise international experts in urban development and municipal engineering as Team leader (4 p-m), environment specialist (1 p-m), private sector participation specialist (1 p-m), social development specialist, (1 p-m), an economist (1 p-m), a private sector specialist (1 p-m), and financial analyst cum utility/municipal finance specialist (2 p-m). The team will include 6 domestic experts (6 p-m) in urban planning, governance and institutional and social development.
The second phase TA team will comprise an international expert in project management as team leader (3 p-m) and domestic experts in project management/procurement, urban governance and financial management (8 p-m).
