ADB is helping the Kyrgyz Republic address mismatches in the labor market through vocational education reforms. The project will boost skills training opportunities for adults and out-of-school youth. It will improve teaching and learning environments; update the curriculum, assessment methods, and learning materials; and support training for instructors and school managers.

12 schools have been consolidated into 6 complex schools in line with the consolidation strategy. The draft decree on consolidation is with Prime Minister

The VET-MIS is in place since June 2011. The VET-MIS is being introduced in 25 PVSs supported under the project. In August 2011, a module "graduates" was added that will function as a register of graduates.

In April 2010, all PVSs prepared a business plan. During the subsequent years, the business plans were updated in the 25 PVSs supported under the project

Consolidation strategy is in place since February 2010 (MOU signed between Minister of Labor and ADB)

In 2011, total income generated by the PVE system comprised Som82.5 million

A new certification system is being developed for 18 occupations supported under the project

Rehabilitation works in PVSs were completed. A new regulatory environment is being developed to allow the optimization of the use of school resources allowing to teach short courses year around, as well as during evening and weekends. In February 2012, the tailoring CBT course was introduced in evening courses.

School Advisory Boards are established in all PVSs (100%)

Civil works in 159 workshops were completed in December 2011. Installation of training equipment was completed on 5 Oct 12.

Physically disabled have improved access to 25 schools since December 2011. Civil works, including ramps and adjusted rest rooms for disabled students, were completed

The National Professional Skills Development Council Decree was approved on 26 March 2012

Standards for 10 trades - 18 priority occupations were prepared and approved on 2 September 2011

Curriculum development for 10 trades - 18 occupations were completed in December 2011

Training materials for 10 trades - 18 occupations have been developed and training on how to use the materials have been provided.

A taskforce was formed to prepare the restructuring of AVE

261 staff were trainied on business planning

124 master multipliers were trained to provide country-wide training

140 people were trained in curriculum and training material development

Summary of Environmental and Social Aspects

Environmental Aspects

The Project will carry out minor rehabilitation and repairs of existing school buildings and facilities; there will be no land acquisition required,

and no negative environmental or resettlement impact. Some school rehabilitation works will include improved water supply and sanitation and sewage systems, which will promote good health and have a positive environmental impact.

Involuntary Resettlement The Project will carry out minor rehabilitation and repairs within the existing school buildings and facilities with no land acquisition required.
Indigenous Peoples The Project is not expected to have any adverse effects on indigenous people.

During Project Design .
During Project Implementation In Feb 2010, the EA and ADB mission agreed on the strategic direction under which project activities will be continued, as well as on the selection of PVSs to be supported by the Project. Substantial progress has been made since. More time and inputs are required to make the reforms sustainable. The project has been extended until 30 June 2012 in order for the project to successfully meet its outcome.

Business Opportunities

Consulting Services A total of 35 person-months of international and 107 person-months of national consulting services will be contracted from grant funds under the four components. This will include experts in the field of vocational education and skills development policy development, organizational development, curriculum and standards development, entrepreneourship promotion, development of learning materials, procurement of training equipment, labor market assessment, and legislative reform.
Procurement Procurement of civil works will be carried out through national competitive bidding.
