Objectives and Scope The Project aims to provide power at a competitive tariff as well as promote renewable energy particularly helping to reverse the declining share of hydropower generation in Pakistan's generation mix. The Project is the first Independent Power Producer (IPP) in Pakistan and has set precedent and template for private sector development in the sector.
Status of Development Objectives The project is meeting its stated development objectives as articulated above.
Status of Operation/Construction The Project is fully operational. Since commercial operations which started in March 2013, the plant has generated a monthly average of 36,473 MWh.

Linkage to Country/Regional Strategy The Project is in line with ADB's country and energy sector strategies, which emphasize supporting energy infrastructure development with private sector participation.

Summary of Environmental and Social Aspects
Environmental Aspects There were no major environmental issue during the construction of the project. The project environmental management plan (EMP) which includes an organizational structure, roles and responsibilities of the various entities, an impact mitigation plan, an environmental monitoring plan, communication and documentation, and environmental training has been carried out as planned.
Involuntary Resettlement There are no inhabitants within the project site although prior to construction, six hectares of land within the site were informally used for fodder cultivation and grazing by families from the villages of Lehri and Ferozabad. Consultations were conducted and these unauthorized users agreed to stop utilizing the area and transferred to other open areas outside the Project site. Laraib provided suitable compensation to these affected families.
Indigenous Peoples No indigenous peoples were affected by the Project.
Stakeholder Communication, Participation, and Consultation During project processing, consultations with government agencies including WAPDA, Irrigation Department of the Government of Punjab, and Revenue Department of the provincial government were carried out. The representatives expressed their support and willingness to cooperate in the implementation and operation of the project. Consultations were also carried out in November 2004 for two affected nearby villages of Ferozabad and Lehri.
