Description The objective is to support GoPNG to take the fight against HIV/AIDS to the rural populations peripheral to development enclave sites. The TA outputs include a report containing (i) the HIV/AIDS situation in PNG, (ii) the current response to HIV/AIDS by Government and development partners, (iii) an assessment of private sector willingness to participate in a partnership arrangement with Government, (iv) an assessment of necessary inputs: medical staff, protocols, training and surveillance, (v) an agreed management process to implement partnership arrangements between private sector operators and government. An important output will be the relationship and consensus building that will emerge through the process of agreeing on the project design (draft RRP).
Project Rationale and Linkage to Country/Regional Strategy

PNG's Medium Term Development Strategy (MTDS) 2003-2007, focuses on export-driven growth supported by good governance, rural development, poverty reduction and human resource development.

In the 2004-2006 Country Strategry Program Update, a main focus of ADB assistance was identified as helping to achieve the health-related MDGs (Goals 4-16: child and maternal mortality, HIV/AIDS, malaria and other diseases).

Consulting Services The TA will finance the services of about 4.5 person-months of international consultant input. The international consultants will include a public health project management specialist/economist (3 person-months) and a social development and HIV/AIDS expert (1.5 person-months).
