| Project Rationale and Linkage to Country/Regional Strategy | Indonesia has a population of approximately 230 million people, of which over 100 million are living in urban areas. By 2015, the population will have increased to about 250 million, and the share of the urban population is expected to approach 60%, with more than 140 million living in urban areas. Following decentralization in 2001 provision of basic urban services is the responsibility of RGs. The responsibility for off-site wastewater management (sewerage) in large and metropolitan cities is shared with the central government. Currently only about 2% of the urban population has access to off-site wastewater services. Indonesia is lagging behnd many other countries in the region in the provision and management of basic urban services. In particular, the situation in the wastewater sector is considered to be of serious concern. The main issues include: (i) the low coverage and efficiency of the wastewater sector, and (ii) the acute environmental problem of gross pollution of water resources in urban areas caused by poor management of wastewater and human waste. The Project will address these issues by responding to wastewater discharge needs of the urban population (including low-income households) in both participating RGs, where inadequate service delivery continues to negatively affect human development outcomes. |

| Progress Toward Outcome | The outcome target for the project is increase in population with access to sewer connections in Medan (from 2.6% in 2008 to 5% in 2020) and in Yogyakarta agglomeration that consist of Yogyakarta, Sleman and Bantul (from 6% to 13% in 2020). This target is likely to be achieved through the construction of a city-wide sanitation system and wastewater treatment plant upgrading/optimization financed by the project which compliment by construction of housing connection and community based sanitation system by local government as part of local government contribution to the project |

| Status of Implementation Progress (Outputs, Activities, and Issues) | OUTPUT 1. Under output 1, the achievement in measured by the number of community-based sanitation constructed and women participation rate under the project. A total of 90 communal sanitation facilities have been completed; 13 of which are in Kota Yogyakarta, 19 in Sleman, 20 in Bantul, and 38 in Medan. The achievement is below the target of 100 units, but the rating is on track (above 85% of the target). Furthermore, A report prepared by the gender specialist under the project submitted in 2014 indicated that the number of women participation rate reached 35% or 17 out of 49 community facilitators/socialization team (target met). OUTPUT 2. Under output 2, the achievement in measured by the number of household connections. In Yogyakarta, the target for construction of connections is achieved where 25,131 HH are already connected to the off-site sewerage system (exceeding the target of 24,800 connections). In Medan, the potential achievement is 12,607 connections (1,043 connections are to be financed under the project) which is below the target, but the rating is on track (above 85% of the target). OUTPUT 3. Project closing date is 31 December 2020. Due to the COVID-19 which slow down the ongoing construction works in Medan city, the EA will closely monitor and assess project timeline and progress towards loan closing date to ensure that the remaining period towards loan closing date is sufficient for the completion of works. A capacity development has been conducted in the form of training and comparative study. Out of 68 participants, 27 (40%) were women (target met). |

| Environmental Aspects | While the activity in Yogyakarta is completed, for Medan subproject, the IEE was prepared in 2009. In compliance with the government requirements for environmental management, the project has prepared AMDAL reports which have been approved by the Environmental Agency of Medan and endorsed by the Mayor of Medan City. Approval of the AMDAL was given in 2014 through the Decree of the Governor of North Sumatra (No. 188.44/559/KPTS/2014). The decree was issued at the provincial level because the project area covers more than one administrative unit, i.e. Medan city and Kabupaten Deli Serdang. Another related environmental document such as ANDAL, RKL, RPL, izin lingkungan have been submitted by the DGHS to the ADB. | Involuntary Resettlement | No involuntary resettlement is involved in Yogyakarta subproject. For the pumping site location of the Medan Sewerage system (Zone 10 and 11) in Kelurahan Sido Rukun, three street vendors, four farmers and one household are affected. The North Sumatra province acquired the land for the pumping station in 2013 without any resettlement plan. To address this incompliance issue, a draft due diligence report has been submitted to ADB and obtained ADB approval on 10 December 2019. |

| During Project Design | The Ministry of Public Works and Housing, through the Directorate General of Human Settlements (DGHS), is the EA of the Project. DGHS to establish a Central Project Management Unit (CPMU) composed of technical and administrative staff. A Project Implementation Unit (PIU) to be established at the provincial level (Balai/working unit) to manage project activities and monitor the implementation progress in Yogyakarta and Medan. A consultant team based in Jakarta and also in each city is hired to assist the EA, CPMU, LPMUs and PIUs to manage and monitor the implementation of the project. The consultant team is also responsible for facilitating communication and consultation with the community to ensure that the households within targeted area agree to be connected to the centralized sanitation system facilitated under this project as beneficiaries. |
