Indonesia has a population of approximately 230 million people, of which over 100 million are living in urban areas. By 2015, the population will have increased to about 250 million, and the share of the urban population is expected to approach 60%, with more than 140 million living in urban areas.

Following decentralization in 2001 provision of basic urban services is the responsibility of RGs. The responsibility for off-site wastewater management (sewerage) in large and metropolitan cities is shared with the central government. Currently only about 2% of the urban population has access to off-site wastewater services.

Indonesia is lagging behnd many other countries in the region in the provision and management of basic urban services. In particular, the situation in the wastewater sector is considered to be of serious concern. The main issues include: (i) the low coverage and efficiency of the wastewater sector, and (ii) the acute environmental problem of gross pollution of water resources in urban areas caused by poor management of wastewater and human waste. The Project will address these issues by responding to wastewater discharge needs of the urban population (including low-income households) in both participating RGs, where inadequate service delivery continues to negatively affect human development outcomes.

OUTPUT 1. Under output 1, the achievement in measured by the number of community-based sanitation constructed and women participation rate under the project. A total of 90 communal sanitation facilities have been completed; 13 of which are in Kota Yogyakarta, 19 in Sleman, 20 in Bantul, and 38 in Medan. The achievement is below the target of 100 units, but the rating is on track (above 85% of the target). Furthermore, A report prepared by the gender specialist under the project submitted in 2014 indicated that the number of women participation rate reached 35% or 17 out of 49 community facilitators/socialization team (target met).

OUTPUT 2. Under output 2, the achievement in measured by the number of household connections. In Yogyakarta, the target for construction of connections is achieved where 25,131 HH are already connected to the off-site sewerage system (exceeding the target of 24,800 connections). In Medan, the potential achievement is 12,607 connections (1,043 connections are to be financed under the project) which is below the target, but the rating is on track (above 85% of the target).

OUTPUT 3. Project closing date is 31 December 2020. Due to the COVID-19 which slow down the ongoing construction works in Medan city, the EA will closely monitor and assess project timeline and progress towards loan closing date to ensure that the remaining period towards loan closing date is sufficient for the completion of works. A capacity development has been conducted in the form of training and comparative study. Out of 68 participants, 27 (40%) were women (target met).

1. Advisory services to the Central Project Management Unit (CPMU), Provincial Project Management Units (PPMUs) and Local Project Management Units (LPMUs);

2. Procurement support for goods and works contracts;

3. Construction supervision of sewerage works, and

4. Assistance for compliance with social safeguard and gender mainstreaming requirements, including but not limited to the preparation of documentation for environmental impact assessments (EIA), involuntary resettlement plans (RP), and implementation support to gender action plan, as required.
