Consulting Services The consulting services will be conducted over 6 months, requiring approximately 10 person-months of international input; 30 person-months of domestic input for social, environmental, and institutional expertise; and a lump-sum input of $120,000 for local consulting services for engineering and traffic surveys and preparation of the preliminary design for the periodic maintenance and road safety works. The consultants will have expertise in (i) transport economics, including related financial management; (ii) economic evaluation of road projects; (iii) highway engineering, including mountainous topography, bridges, and drainage structures; (iv) road maintenance and road safety; and (v) environmental, social, and poverty impact assessments. The consultants will be selected and engaged through a consulting firm following the Guidelines on the Use of Consultants of the ADB, and other arrangements satisfactory to ADB for the selection and engagement of domestic consultants. The quality- and cost-based selection method will be used, and a simplified technical proposal will be requested from the consulting firms.
