The objective of the TA is to help the EA prepare the Project in conformity with ADB requirements. The TA will (i) review and refine the preliminary design, EIA, RP, and related analyses to meet the requirements for ADB financing; (ii) help formulate the policy agenda that will enhance poverty reduction impacts, improve rural transport services, facilitate private sector participation in expressways, and improve road maintenance; and (iii) identify the social dimensions to be incorporated in the project design, including measures to maximize the benefits of the improved roads to the poor.

Consulting Services The TA will require about 29 person-months of consulting services, comprising about 13 person-months of international consultants and about 16 person-months of domestic consultants over a five-month period. A team of consultants from an international consulting firm, together with domestic consultants, will be engaged by ADB in accordance with ADB's Guidelines on the Use of Consultants, Quality Cost Based System. The international consultants will provide expertise in (i) structural engineering, including transport services and roadside stations; (ii) transport economics; (iii) financial analysis and private sector participation in the road sectors; (iv) poverty and socioeconomic analysis; and (v) environmental aspects. The domestic consultants will have expertise in (i) highway and structure engineering; (ii) transport economics and financial analysis; (iii) socioeconomic and poverty impact analysis; (iv) resettlement; and (v) environmental engineering.
