China, People's Republic of : Xinjiang Municpal Infrastructure and Environmental Improvement Project
This project preparatory TA will help the Government to prepare the Xinjiang Municipal Infrastructure and Environmental Improvement Project.
The project will (i) improve local road networks, including associated utility services in two border cities; and (ii) improve urban infrastructure in Alashankou land port and basic infrastructure and environmental protection in Kanas National Nature Reserve, Altay prefecture.
The TA will help XUARG to (i) identify the most appropriate and sustainable urban infrastructure developments to improve trade and enterprise in border cities and increase the number of visitors to the Kanas National Reserve, thus reducing poverty and protecting ecologically vulnerable areas; (ii) prepare a feasibility study for each of the four project components; and (iii) prepare an integrated municipal infrastructure project, including environmental impact assessment, social analyses, and resettlement plans that conform to ADB?s policies and guidelines.

| Project Rationale and Linkage to Country/Regional Strategy | Fostering urban and industrial development is one of the People's Republic of China (PRC) Government's strategies to promote economic growth and to raise the living standard of its population. Despite the significant achievements made in raising gross domestic product (GDP) growth, particularly in the last 10-15 years, the progress has been unevenly distributed across the east, central and west regions. The poor interior regions have not benefited as much from economic growth and reforms as has the east coast. Per capita GDP in the interior regions is less than half of that along the east coast. There are wide regional gaps in the development of physical infrastructure including roads, railways, power, telecommunications, water supply and sanitation. Environmental degradation is also serious in the western region, particularly in the ecologically sensitive tourist attractions. To address these challenges and to strengthen economic development in the western provinces, the PRC Government launched its Western Region Development Strategy in 1999. The current focus is on improving infrastructure, protecting the environment and encouraging private sector investment. | ||||
