Gender Equity and Mainstreaming Effective gender mainstreaming
Description The project aims to increase growth potential and environmental sustainability of two city regions based on coherent regional urban planning. A city region is defined as an organic agglomeration of a large city, surrounding secondary towns, and adjacent peri-urban areas. The project will target the city regions of Dhaka and Khulna. It will support the development of key urban infrastructure, focusing on urban environment and local economic development. The project also supports government efforts to improve regional and urban planning, and to strengthen municipal management and capacity for effective and sustainable urban development.
Project Rationale and Linkage to Country/Regional Strategy Bangladesh has urbanized very rapidly and its frameworks of urban planning and development are not capable to meet the evolving demands. Growing at current rates, the country's urban population is estimated to double by 2035 and reach 74 million. In the course of this rapid urbanization, a large city (city corporation), surrounding secondary towns (pourashavas), and adjacent peri-urban areas (urban centers) have been agglomerating into a city region with close economic and social links. However, while effectively one sprawling city, it is still administered by multiple municipal governments. Because a comprehensive framework for integrated planning and coordination among municipalities is lacking, the city regions have been unable to realize their full development potential. Implementation of the Dhaka Metropolitan Development Plan (DMDP) (1995-2015) has been very slow, and the plan is fast becoming outdated. Rajdhani Unnayan Kartripakkha (RAJUK) led the preparation of the DMDP, and there are criticisms that it did not sufficiently consult with the public and the municipalities. Private and public development projects are not always coordinated enough to focus limited resources on priority areas.

Description of Outcome Improved urban environment and infrastructure services based on effective regional and urban planning
Progress Toward Outcome Dhaka Structure Plan completed in 2016. Government has updated the Strategic Transport Plan for Dhaka Region (RSTP) based on the strategic direction of Dhaka Structure Plan. The drainage master plan for Khulna city finalized. Concept plans for 36 project UCs were developed involving the communities to improve the overall environment of the UCs and enhancing connectivity with the surrounding areas. Update of khulna Drainage Master Plan completed. Urban Center (UC) Progress: As of December 2018, overall physical progress is 100% and financial progress is 98%. All 23 contracts completed.

50% (6 nos.) of the targets Pourashavas have completed updating / preparing urban plans. By the end of the project all pourashavas will have updated urban plans.

Summary of Environmental and Social Aspects
Environmental Aspects The project is classified as category B in accordance with ADB's Safeguard Policy Statement (2009). LGED prepared initial environmental examinations of sample subprojects including environmental management plans (EMPs). The IEEs concluded that no significant adverse environmental impacts were anticipated and that the subprojects would have only small localized impacts to be mitigated through measures outlined in the EMPs. The EMPs will be implemented by PIUs and monitored by PMCU. Implementation arrangements ensured that the PMCU and PIUs have adequate capacity to manage environmental impacts through consultant's support and capacity building. An environmental assessment and review framework outlines requirements for screening, classification, environmental criteria for selection of subprojects, information disclosure, consultation, environmental assessment, development and implementation of EMP, and monitoring and reporting for sub-projects. Improvements of sanitation, solid waste management, drainage, and roads will gave significant positive impacts in the project cities and municipalities.
Involuntary Resettlement The project is classified as category B for involuntary resettlement in accordance with ADB's Safeguard Policy Statement. Involuntary resettlement impacts are not considered significant. Most land parcels are owned by local governments; however, some sub-projects require minor land acquisition and resettlement involving either physical or economic displacement, or temporary restrictions to land use. Resettlements plans have been prepared to ensure compliance with the Government's and ADB's policy requirements, and to provide entitlements for effected persons, including special assistance measures for vulnerable groups. A resettlement framework has been prepared for detail screening and categorization, assessment, planning, institutional arrangement and process to be followed for all the sub-projects. The PMCU will ensure that the PIUs update the resettlements the resettlements plan if required during the detail design stage, and implement the final resettlement plans.
Indigenous Peoples The project is classified as category C for indigenous peoples in accordance with ADB's Safeguard Policy Statement. Considering the urban locations of the sub-projects, no impacts on indigenous people are expected.
Stakeholder Communication, Participation, and Consultation
During Project Design Consultations were carried out with all stakeholders during project preparation through interviews, public meetings, group discussions and workshops. As integral part of the planning of safeguards, affected communities and persons were consulted during project preparation and design. Local communities, local government units, and government agencies were all involved throughout the preparation process to minimize negative impacts, ensure social acceptance, and increase equitability. Consultations were also held with emphasis on vulnerable groups and women, and played a vital role in raising awareness, gaining local support, and enabling affected people to express their opinions and suggestions on project design and implementation.
During Project Implementation Consultations continued during project implementation. Subprojects were identified and designed through consultation with local community. Urban planning, including DMDP, was prepared through a series of consultations and workshops. Citizen participation in municipal management was enhanced through establishment Town Level Coordination Committee and Ward Level Coordination Committee. Affected persons of subproject had specific consultations on the impacts, compensations, and other grievance redress mechanism.
