The Asian Development Bank is working with Sri Lanka to restore the livelihood of internally displaced peoples in Jaffna, Kilinochchi, Muallaitivu, Mannar, and Vavuniya districts. The project has rebuilt roads and canals, trained people, reestablished livelihoods, and encouraged savings.

| Description | The project 'Improving Connectivity to Support Livelihoods and Gender Equality" (JFPR 9143) is supported by a grant of $ 3 million from the Japan Fund for Poverty Reduction through the ADB. It is linked to the Eastern and North-Central Provincial Road Project financed by the ADB, and will be implemented in the Anuradhapura, Polonnaruwa, Trincomalee and Batticaloa districts in 27 local authorities (Pradeshiya Sabhas) which were selected according to set criteria. The Primary objective of the project is to improve the quality of life for conflict-affected and isolated rural poor communities, especially women, through a community-driven, participatory livelihood development program linked to the rehabilitation and maintenance of rural access roads. The Ministry of Local Government and Provincial Councils is the Executing Agency (EA) and the Commissioner for Local Government will provide co-ordination at the provincial level. Under JFPR 9143, 250 km of existing rural access roads in 26 Pradeshiya Sabhas (local authorities) will be rehabilitated through community participation. Currently, 230 km of roads are being rehabilitated by 2040 members of the target communities. |

| Status of Implementation Progress (Outputs, Activities, and Issues) | The Baseline survey collected data on the poverty and socio economic status of vulnerable people in the project areas. This was carried out in the 4 project districts by the implementing partner NGOs. An agreement with the NGOs for this activity was signed by the project on February 2012. The NGO's were supported by the Gender and Social Development officer of the PMU. The survey incorporated a Training Needs Assessment. This component provided details of skill training required and requested by beneficiaries. 2918 workers and skilled persons were selected from the very poor and vulnerable families of target villages. Women's participation was around 70%. Over 290 km roads were improved with construction of necessary structures such as culverts, causeways and retaining walls in 27 Divisional Secretariat areas in Anuradhapura and Polonnaruwa districts of the NCP and Trincomalee and Batticaloa districts of the EP. Skill training and livelihood enhancement programmes were completed in all four districts by the four implementing partner NGOs . CBOs were given awareness on regular road maintenance. 26 Pradeshiya Sabhas (PSs) were provided with hand tools and small equipment such as twin drum rollers and plate compactors for road maintenance. Hiring these small machines for other road work also provide additional income to the PSs. Short training courses on enterprise development, cattle farming, poultry farming, small trade and business, commercial home gardening were given to 1529 women and 605 men. Eight types of vocational training courses eg: House wiring, driving, tailoring, Montessori teaching, welding, automobile mechanics and beauty culture & hair styling were provided in the four districts to 154 (84 Female and 70 Male) youths from project beneficiary families. An agreement with the NGOs for conducting a Rural Transports Assessment was signed in April 2012. A local NGO _Practical Action_ was recruited for the study. The final report was submitted on 21 December 2012. The Project is closed and the BCR is being prepared. |
